“Agricultural Cooperatives in Palestine: Challenges and Prospects for Sustainable Food Sovereignty”
Reyhana Association, in partnership with the Dalia Association, organized a participatory workshop that brought together actors from agricultural cooperatives, representatives of the Cooperative Work Authority, and youth and women-led initiatives from the Bethlehem and Hebron governorates.
This session aimed to explore the role of agricultural cooperatives — especially youth-led ones — in addressing economic and social crises, and in advancing the concept of food sovereignty as part of a broader Palestinian liberation project.
Key Discussion Points:
Legal Framework for Cooperatives
Challenges were raised regarding the Cooperative Associations Law, particularly concerning registration barriers for emerging cooperatives, centralized decision-making, funding restrictions, and other structural obstacles.
Field Experiences
Highlighted successful cooperative models, such as:
• Battir Agricultural Cooperative – A community-based cooperative excelling in marketing, ecological farming, and beekeeping.
Cooperatives as a Tool for Food Sovereignty
Discussions explored how agriculture can shift from a survival activity to a domain of empowerment and resistance, through local and sustainable food production.
Participants’ Interventions
A range of perspectives was shared by women and youth working in the field, addressing practical and day-to-day challenges, and proposing solutions in administration, environmental practices, and marketing.
Contributions also included insights from veteran farmers, and a presentation on the work of the Union of Agricultural Work Committees and their Seed Bank Initiative.

Reform legal barriers that limit the registration of small cooperatives
Enhance cooperative independence and participatory governance
Establish a national fund to support cooperatives
Develop targeted training programs for youth and women
Adopt a national policy for food sovereignty
Create a national coordination platform for agricultural cooperatives

نظّمت جمعية ريحانة، بالشراكة مع مؤسسة دالية المجتمعية، ورشة حوارية جمعت فاعلين وفاعلات من التعاونيات الزراعية، بحضور رسمي من هيئة العمل التعاوني ممثلة بالسيد إسماعيل سباتين، ومشاركة السيدة مها البطمة عن تعاونية بتير الزراعية، إلى جانب مبادرات شبابية ونسوية من محافظتي بيت لحم والخليل.
جاءت هذه الجلسة للنقاش حول دور التعاونيات الزراعية – خصوصاً التي يقودها الشباب – في مواجهة الأزمات الاقتصادية والاجتماعية، وتعزيز مفهوم السيادة الغذائية كجزء من مشروع تحرري فلسطيني.
محاور النقاش شملت:
الإطار القانوني للتعاونيات
تمّت مناقشة التحديات المرتبطة بقانون الجمعيات التعاونية، خصوصاً ما يتعلق بتسجيل التعاونيات الناشئة، والمركزية في اتخاذ القرار، وتعقيدات التمويل،وتحديات أخرى.
عرض تجارب ميدانية
تم تسليط الضوء على نماذج فاعلة، مثل:
• تعاونية بتير الزراعية: تنظيم جماعي ناجح في التسويق والإنتاج البيئي وانتاج النحل.
التعاونيات كأداة للسيادة الغذائية
نوقش كيف يمكن تحويل الزراعة إلى مجال للتمكين الاقتصادي والاجتماعي، ومواجهة التبعية الغذائية من خلال الإنتاج المحلي والمجتمعي.
مداخلات من المشاركين/ات
شملت الجلسة مداخلات متنوعة من نساء وشباب، ركّزت على واقع التحديات اليومية في العمل التعاوني، وسبل تطويره من الجوانب الإدارية، البيئية، والتسويقية.
كما كانت مداخلات حية و نماذج واقعية من قبل مزارعين مخضرمين، كما وتم عرض عمل اتحاد لجان العنل الزراعي – بنك البذور.

تعديل الشروط القانونية التي تعيق التعاونيات الصغيرة
تعزيز استقلالية التعاونيات ومشاركتها في صنع القرار
إنشاء صندوق وطني لدعم التعاونيات
تطوير برامج تدريبية للشباب والنساء
اعتماد سياسة وطنية للسيادة الغذائية
تأسيس منصة تنسيقية تجمع التعاونيات في مختلف المناطق
الرسالة الختامية:
التعاونيات الزراعية ليست مجرد آلية إنتاج، بل مشروع تحرر جماعي واقتصاد مقاوم.
من خلال العمل التعاوني، نعيد وصل العلاقة بين الأرض والإنسان، ونبني اقتصادًا متجذرًا، تشاركيًا، ومُمكنًا.
